In the digital age, patent data is not only a yardstick for technological innovation but also strategic intelligence for national and regional competitiveness. The 2025 Technology Dashboard released by the European Patent Office (EPO) focuses on the field of computer technology, revealing a new landscape of patent applications for frontier technologies such as artificial intelligence (AI) and quantum computing. These data not only record "who is innovating" but also illustrate Europe's true position in the global digital technology race, as well as the opportunities and challenges it faces in pursuing strategic autonomy.

AI Dominates Computer Technology, Europe's Leading Edge Faces Challenges

In 2025, computer technology continued to lead European patent applications with a growth rate of +6.1%, with artificial intelligence filings growing by 9.5%, making it the undisputed main engine. Quantum computing also rose rapidly from a low base at a 37.9% growth rate, and although still small in scale, it signals a shift in the future computing paradigm.

Notably, Europe accounts for more than one-third of global AI patent applications and holds a slight lead over the United States. However, Europe's growth is only 2.6%, while the U.S. has climbed strongly by 26.4%. This disparity in growth rates means that if the trend continues, Europe's leading position may be overtaken by the U.S. in the near future. This is not just a change in data; it also reflects the structural differences across the Atlantic in the speed of AI industrialization and the intensity of capital investment.

From a technology subfield perspective, AI is not monolithic. Europe has maintained a relatively stable share of about 35% in bio-inspired computing arrangements (mainly neural networks), but the U.S. continues to have the upper hand in machine learning and pattern recognition. In particular, pattern recognition, although currently accounting for only about 4% of all AI applications, is a key underlying technology for data fraud detection, cybersecurity, and early warning of disease outbreaks. The U.S.'s renewed overtaking in this field reminds Europe that it cannot simply be satisfied with overall volume advantages and needs to examine the shortcomings in the basic algorithm layer.

Europe's Internal Innovation Hierarchy Changes, Germany, France, and the UK Each Have Their Place

Within Europe, Germany remains the leading AI patent applicant across Europe, but its filing volume slightly declined by 1.1%. The strong growth of France (+19.0%) and the UK (+28.8%) is reshaping Europe's innovation geography. This divergence is not unexpected: Germany focuses AI applications on automotive and industrial manufacturing, but its transformation cycle is relatively long; France attracts global talent through AI research centers such as Paris and public investment; while the UK demonstrates a flexible ecosystem in fintech and medical AI.

In terms of applicant composition, the continued presence of Robert Bosch, Siemens, Ericsson, Nokia, Philips, Atos, and Orange on the list confirms Europe's deep cultivation in cross-domain scenarios such as automotive, communications, and health technology. At the same time, however, the leading filing volumes of American and non-European companies such as Alphabet and Huawei in the neural network field show that global platform-level players still take the initiative in technology and data.

Quantum Computing: Europe's "Hidden Advantage" and the Approaching Competitor Quantum computing is widely regarded as the cornerstone of next-generation computing power. In 2025, Europe's patent applications in this field grew by 22.1%, continuing to firmly lead the world. Although the United States grew by 43.3%, and Japan surged dramatically from a low base with a growth rate of 170.8%, Europe's base advantage still remains, but competitors are closing the gap.

Patent data also shows that quantum computing and AI have strong synergy potential. Quantum hardware can accelerate neural network training, while AI can optimize quantum control and error correction. This kind of "cross innovation" is precisely the value of the horizontal analysis that the EPO emphasizes. If Europe can combine quantum computing with semiconductors, chip design, energy efficiency improvements, and other links, it may be able to build a more resilient digital infrastructure, pushing "digital sovereignty" from a slogan toward a technological foundation.
