Europe and Korea: Seeking a "Complementary Alliance" on the Deep Tech Stage

When the European Innovation Council (EIC) brought ten deep-tech companies across the continent to sit down with Korean entrepreneurs, investors, and business groups to discuss artificial intelligence, semiconductors, quantum computing, and biotechnology, this was not merely a gathering of startups from two countries, but a proactive move by Europe to reposition itself on the global technology map.
EU Ambassador to South Korea Ugo Astuto's remarks at the forum directly clarified the logic behind this cooperation: "Europe is at the forefront in several research fields, while South Korea is particularly strong in translating research into industrial output and scaling innovation." This is not simply complimentary talk about complementarity, but a sober recognition by the EU of its own innovation system. In Europe, the depth of basic research often fails to be fully translated into market value, while South Korea's chaebol system, consumers who rapidly adopt new technologies, and mature industrial application scenarios happen to provide the fastest path from laboratory to commercialization.
The EIC's participation is particularly noteworthy. As the EU's flagship investment program supporting breakthrough technologies, the EIC bridges the "valley of death" from laboratory research to commercialization through a combination of grants and equity. By bringing ten deep-tech companies to Seoul and explicitly seeking cooperation with Korean companies, investment institutions, and research organizations, the EIC marks a shift in the EU's strategic autonomy framework from internal consolidation to external alliance building. Technological sovereignty no longer means isolated R&D; rather, it is about ensuring European technologies can enter and influence key markets through building global partnerships. The event came exactly one week after the EU-South Korea summit in Brussels, where both sides pledged support for the international expansion of deep-tech startups, so the EIC's presence was seen as the concrete implementation of that political commitment.
For South Korea, this cooperation is equally urgent. Naia Jang, CEO of Korean accelerator Groove Round, said bluntly: "Korean startups have no choice but to go global because the domestic market is limited." However, although Europe is considered an ideal destination, Korean companies know very little about the practical operations of the European market, lacking experience and practical information. This information asymmetry is precisely the gap that events like NextRise try to fill — by directly connecting entrepreneurs, investors, and public institutions, lowering the friction costs of cross-border cooperation.
On a deeper level, this event reflects a paradigm shift in the global startup ecosystem. Startup expos are no longer one-way product showcases; they are becoming negotiating grounds for technology alliances between countries. Countries are not only competing for investment here, but also positioning themselves for long-term innovation partnerships. The handshake between Europe and South Korea is essentially a coming together of two innovation models: Europe's research depth and South Korea's speed of industrialization. If this alignment can be institutionalized, it could provide a new collaborative paradigm for global deep-tech competition — not zero-sum competition, but synergistic evolution based on complementarity.Of course, challenges still exist. Differences in language, legal systems, and market habits, as well as the costs of cross-cultural business communication, will not automatically disappear just because one expo succeeded. As Astuto said: "Innovation rarely happens in isolation." The future requires systematic participation from more investors, enterprises, universities, and research institutions to transform these conversations into truly sustainable business cooperation.
When the lights of NextRise 2026 go out, what should remain is not just business cards and handshakes, but a workable framework for cooperation. Europe is learning how to turn its research strengths into global influence, while South Korea is seeking growth paths beyond its domestic market.
